E-Energy: Das "Internet der Energien"

Aus einem E-Energy-Technologiewettbewerb gingen sechs Modellprojekte als Sieger hervor. Sie alle verfolgen einen integralen Systemansatz, der alle energierelevanten Wirtschaftsaktivitäten sowohl auf der Markt- als auch auf der technischen Betriebsebene einschließt. Mit Blick auf die große Bedeutung von E-Energy für den Ausbau der erneuerbaren Energien und die Erhöhung der Energieeffizienz erfolgt die Förderung der Modellprojekte in einer ressortübergreifenden Partnerschaft des BMWi mit dem Bundesministerium für Umwelt, Naturschutz und Reaktorsicherheit (BMU). Das BMWi stellt für vier Modellregionen bis zu 40 Mio. Euro bereit und das BMU übernimmt die Förderung von zwei weiteren Modellregionen mit bis zu 20 Mio. Euro. Damit werden zusammen mit den Eigenmitteln der beteiligten Unternehmen insgesamt etwa 140 Mio. Euro für den Aufbau der sechs E-Energy-Modellregionen mobilisiert. Alle Projekte sollen im vierten Quartal 2008 gestartet werden. Die ausgewählten Modellregionen sollen bis 2012 ihre erfolgversprechenden Vorschläge bis zur Marktreife entwickeln und ihre Marktfähigkeit im Alltag testen.

Die Umweltinformatik wird hier in umfassendem Sinne als integratives Fach aus Bio-, Öko-, Geoinformatik und Wissenschaftliches Rechnen verstanden, die jede für sich Objekte, Strukturen, regulatorische Netzwerke, Prozesse (Signale, Stoff- und Informationsflüsse) u.ä. auf verschiedenen Skalen- und Integrationsniveaus mit Informatikwerkzeugen studieren und modellieren. Unter dem Dach der Umweltinformatik sollte der Wissenstransfer und die systemorientierte Integration über Skalenstufen der raumbezogenen Bio-, Öko- und Umweltsysteme mittels moderner Informatik Methoden und Technologien gefördert und verbessert werden. Durch die Etablierung des Master- und Promotionsprogramms in Umweltinformatik, eingebettet in GAUSS und in die Forschungslandschaft Göttingen, wird auch diesem wichtigen Integrationsansatz auf Systemebene durch eine effiziente akademische und bildungsbezogene Maßnahme Rechnung getragen. Die exzellente biologische, ökosystemare, umweltbezogene und mathematische Forschung in Göttingen erfordert die Etablierung eines entsprechenden integrativen Master- und Promotionsprogramms in Umweltinformatik, aus dem wichtige innovative wissenschaftliche Impulse und Beiträge erwartet werden.

Unter der Federführung der Fakultät für Mathematik und Informatik und unter Beteiligung der Fakultäten für Forstwissenschaften und Waldökologie, für Biologie und für Geowissenschaften und Geographie, ist das Programm für Umweltinformatik (PEI) Bestandteil der "Georg-August University School of Science", Acronym: GAUSS und der im Aufbau befindlichen "Göttingen Graduate School of Terrestical Ecosystems", Acronym GGTE.

Bei der im Rahmen des Umweltmanagements bzw. Stoffstrommanagements notwendigen Analyse von Daten, die zur Aufdeckung von Schwachstellen bzw. zur Generierung und Planung von Maßnahmen im Rahmen des kontinuierlichen Verbesserungsprozesses notwendig sind, findet häufig ein sog. Medienbruch statt. Dies bedeutet, dass umweltrelevante Daten für die Durchführung des Stoffstrommanagements bzw. Umweltmanagements teilweise erst händisch auf nicht digitalen Medien (z.B. auf Papier) im Rahmen einer Produktionsbegehung erfasst werden, um dann anschließend in IT-Systeme übertragen werden zu müssen, damit diese Daten in sog. Betrieblichen Umweltinformationssystemen (BUIS) analysiert und für die Ableitung von betrieblichen Umweltschutzmaßnahmen genutzt werden können. Teilweise sind diese umweltrelevanten Informationen über Input- und Outputströme an einer Maschine insbesondere in KMUs noch nicht einmal bekannt bzw. es ist nur im Groben bekannt, welchen Weg einzelne Stoffströme in einem Betrieb durchlaufen (z.B. in einer Abfallbehandlungsanlage). Diese Problematik verschärft sich häufig noch, wenn man spezielle Stoffströme wie Wasser, Wasserdampf oder Energie betrachtet. Zu Erfassung dieser Ströme gibt es häufig Zähler, die aber manuell abgelesen werden müssen. Das regelmäßige Ablesen der Zählerstände wird meist noch per Zettel und Bleistift durchgeführt.

Contrails and contrail cirrus are anthropogenic clouds. In the same way as natural clouds they have an impact on the earth radiation budget. If the ambient air is cold and moist enough, contrails are triggered by high flying aircrafts. According to the actual state of knowledge they account for 2 - 3% of the total anthropogenic warming. A contrail might be warming or cooling the earth-atmosphere system depending on the position of the sun, the surface properties and the state of the atmosphere. Only in limited areas temperature and water vapour content are favourable for the formation of contrails. Their life-time and spreading into cirrus decks are controlled by the atmospheric dynamics. Mainly at night, but also over bright surfaces or low clouds, contrails are warming. The basic idea of this project is to use weather forecast data in order to identify those regions which could lead to strongly warming contrails. This information will be included into the already existing routines for flight route optimisation to avoid those areas and flight levels if feasible. Within this project the feasibility and practicability of such an optimisation will be studied taking special care of the safety aspects and the cost effectiveness.

Kondensstreifen und die daraus entstehenden Zirren greifen als anthropogene Wolken in den Strahlungshaushalt der Atmosphäre ein. Sie können von hochfliegenden Flugzeugen ausgelöst werden, sobald die Umgebungsluft kalt und feucht genug ist. Nach dem derzeitigen Wissensstand tragen sie mit ca. 2 bis 3 Prozent zum gesamten anthropogenen Treibhauseffekt bei. Ob ein Kondensstreifen erwärmend oder abkühlend wirkt, hängt im Einzelfall vom Sonnenstand, Ort und Zustand der Atmosphäre ab. Die Bedingungen zur Entstehung von Kondensstreifen sind nur in begrenzten Gebieten gegeben, ihre Ausbreitung und Lebensdauer wird durch die Dynamik der Atmosphäre bestimmt. Erwärmend wirken Kondensstreifen vor allem nachts, aber auch über hellem Untergrund und über niedrigen Wolken. Die grundlegende Idee dieses Vorhabens ist es, schon bei der Optimierung von Flugrouten kondensstreifenträchtige Gebiete dann zu vermeiden, wenn eine starke, erwärmende Strahlungswirkung zu erwarten ist, um so die Klimawirkung des Luftverkehrs zu reduzieren. Dazu wird die Strahlungswirkung potenzieller Kondensstreifen auf der Datengrundlage von Wettervorhersagemodellen abgeschätzt und als zusätzliches Kriterium in die Flugplanung eingeführt. In diesem Verbundprojekt wird die Durchführbarkeit dieser Optimierung unter Berücksichtigung der Sicherheitsaspekte, der Wirtschaftlichkeit und des Nutzens für das globale Klima bewertet.

The project purpose is the establishment and further development of Turkish Environmental Information Exchange Network to improve the integration of environmental concerns into sectoral policies, plans and programmes. The TEIEN will be a functional and effective Inter-Institutional Partnership established to support National Policy, Programming, and Planning Processes through improved access to environmental information, improved data quality, comparable data standards and clear institutional roles and responsibilities. National Policy Formulation, Planning, Environmental Management, Natural Resource Management, Regulatory Frameworks and Environmental Monitoring Capacities will be strengthened through the regular exchange of environmental information; thereby implementation of Environmental Acquis will be accelerated in Turkey.

The TEIEN is a national environmental information network that serves national needs while at the same time enables various institutions to streamline their international obligations. The TEIEN will support a proactive approach to environmental management and natural resource conservation and to deliver clear benefits to the sectors of government.

The TEIEN is expected to achieve three principal results, namely:

-        The national exchange network is established by the end of the project which enhances inter-institutional collaboration in the environment sector and supports national policy and planning processes.

-        The relevant national institutions together with MoEF enhance their capability of accessing, querying, reporting, visualizing the environmental data in a timely and consistent manner.

-        The capacity of the members of the Turkish EIONET structure and NFP is enhanced.
