Climate change creates new conditions to which we must adapt. To assist social planners and decision makers in their adaptation measures, we are developing a set of tools.


The tools assist in dealing with matters such as how to calculate the costs of adaptation measures and the resulting revenues, how we deal with conflicting objectives, and how we can highlight ethical issues.

The tools will be developed in preliminary form in the initial part of the programme and then tested and improved in the second part. In the course of this process, new knowledge of the adaptation will be gained, which may be necessary in Sweden a little further ahead in time.

The eight tools

  1. Scenario-based convergence seminars that shed light on the ethical arguments for selecting action and strategies.
  2. Typical scenarios that facilitate the development of local scenarios for supporting decision.
  3. Methods for adaptability analysis based on vulnerability analysis methods.
  4. Manual for analysis of the health consequences of climate change.
  5. Guidelines for the economic analysis of climate change and adaptation to it.
  6. Checklist that can be used to detect and deal with ethical problems arising when society adopts measures for adapting to climate change.
  7. Handbook which describes methods that can be used for handling conflicts that may arise between the set objectives.
  8. Guide for dealing with gender and gender equality issues in adaptation to climate change.

E-Energy: Das "Internet der Energien"

Aus einem E-Energy-Technologiewettbewerb gingen sechs Modellprojekte als Sieger hervor. Sie alle verfolgen einen integralen Systemansatz, der alle energierelevanten Wirtschaftsaktivitäten sowohl auf der Markt- als auch auf der technischen Betriebsebene einschließt. Mit Blick auf die große Bedeutung von E-Energy für den Ausbau der erneuerbaren Energien und die Erhöhung der Energieeffizienz erfolgt die Förderung der Modellprojekte in einer ressortübergreifenden Partnerschaft des BMWi mit dem Bundesministerium für Umwelt, Naturschutz und Reaktorsicherheit (BMU). Das BMWi stellt für vier Modellregionen bis zu 40 Mio. Euro bereit und das BMU übernimmt die Förderung von zwei weiteren Modellregionen mit bis zu 20 Mio. Euro. Damit werden zusammen mit den Eigenmitteln der beteiligten Unternehmen insgesamt etwa 140 Mio. Euro für den Aufbau der sechs E-Energy-Modellregionen mobilisiert. Alle Projekte sollen im vierten Quartal 2008 gestartet werden. Die ausgewählten Modellregionen sollen bis 2012 ihre erfolgversprechenden Vorschläge bis zur Marktreife entwickeln und ihre Marktfähigkeit im Alltag testen.

Das Umweltbundesamt beabsichtigt einen Teil der Projekte des Umweltforschungsplans 2009 (UFOPLAN 2009) des Bundesministeriums für Umwelt, Naturschutz und Reaktorsicherheit in Form von Zuwendungen oder öffentlichen Aufträgen (Verträgen) in Wettbewerbsverfahren selbst zu vergeben.

Die betreffenden Vorhaben sind im Einzelnen in Form einer Übersicht dargestellt. Diese umfasst auch Vorhaben zur Klimaschutzinitiative des Bundesministeriums für Umwelt, Naturschutz und Reaktorsicherheit, die vom Umweltbundesamt vergeben werden.

Interessenbekundungen können formlos, jedoch getrennt für jedes einzelne Projekt mit folgenden Angaben eingereicht werden:

  • Forschungskennzahl (FKZ),
  • Forschungsthema,
  • Fachgebietsnummer des Umweltbundesamtes,
  • Darstellung der fachlichen Kompetenz und Leistungsfähigkeit für das zu bearbeitende Forschungsthema (Referenzen, Veröffentlichungen, einschlägige Arbeiten) sowie zur personellen und technischen Kapazität,
  • Darstellung eines inhaltlichen Eigeninteresses an der Durchführung des Projekts und ggf. Höhe der finanziellen Eigenbeteiligung.

Sofern Interessenten ein Eigeninteresse an der Durchführung eines Projekts zeigen, können vom Umweltbundesamt unter Berücksichtigung der Interessenlage Zuschüsse (Zuwendungen) an die ausgewählten Projektdurchführer in einem öffentlich-rechtlichen Verfahren vergeben werden. Hierzu wird vom Zuwendungsempfänger eine finanzielle Beteiligung an den Kosten / Ausgaben in angemessenem Umfang erwartet. Eine Vielzahl von Projekten wird auch in Form von Forschungs- und Entwicklungs- oder Werkverträgen vergeben, wobei das Umweltbundesamt nur im Einzelfall die ausschließlichen Nutzungsrechte für sich beansprucht.

The development of Europe´s urban centres is in many ways linked with the development of sustainable mobility options. Changes in behaviour, economic growth or recession and structure of the population are factors that have an immediate impact on transport and mobility patterns. Cities and regions are the place where the most complex challenges in transport and environment need to be solved.

Air quality has unquestionably adverse effects on human health. Because the dominant source of environmental impacts in most urban areas is traffic, local and regional authorities must find efficient and integrated solutions for their environmental and traffic problems to increase the quality of life for its citizens. The pressure on European cities and regions to implement the related EU regulations on air quality has led to a multitude of initiatives to develop a concrete sustainability perspective, which compromises between environmental quality and economic growth.

However, the absence of a common approach for the implementation of these regulations has led to isolated solutions which requires an initiative for a) developing better solutions, b) more efficient solutions, c) solutions which go beyond the obligations of the related EU directives, d) creating synergies and e) sharing the know-how, knowledge and experiences.

Bei der im Rahmen des Umweltmanagements bzw. Stoffstrommanagements notwendigen Analyse von Daten, die zur Aufdeckung von Schwachstellen bzw. zur Generierung und Planung von Maßnahmen im Rahmen des kontinuierlichen Verbesserungsprozesses notwendig sind, findet häufig ein sog. Medienbruch statt. Dies bedeutet, dass umweltrelevante Daten für die Durchführung des Stoffstrommanagements bzw. Umweltmanagements teilweise erst händisch auf nicht digitalen Medien (z.B. auf Papier) im Rahmen einer Produktionsbegehung erfasst werden, um dann anschließend in IT-Systeme übertragen werden zu müssen, damit diese Daten in sog. Betrieblichen Umweltinformationssystemen (BUIS) analysiert und für die Ableitung von betrieblichen Umweltschutzmaßnahmen genutzt werden können. Teilweise sind diese umweltrelevanten Informationen über Input- und Outputströme an einer Maschine insbesondere in KMUs noch nicht einmal bekannt bzw. es ist nur im Groben bekannt, welchen Weg einzelne Stoffströme in einem Betrieb durchlaufen (z.B. in einer Abfallbehandlungsanlage). Diese Problematik verschärft sich häufig noch, wenn man spezielle Stoffströme wie Wasser, Wasserdampf oder Energie betrachtet. Zu Erfassung dieser Ströme gibt es häufig Zähler, die aber manuell abgelesen werden müssen. Das regelmäßige Ablesen der Zählerstände wird meist noch per Zettel und Bleistift durchgeführt.

Sizeable polymer plants “Orion Global PET” and Joint Stock Company “Neo Group” are operating in Lithuania along with the lubricant manufacturer “SCT Lubricants”, all being interested in local suppliers. As raw materials in plastics and lubricants, various esters, manufactured by traditional chemical methods, are often used. Manufacture of biodiesel, which is also an ester, is growing in Lithuania. Since it is subsidized by government, it is important to diversify this production and offer the technology for the products of higher value, because the biodiesel subsidies will be reduced and eliminated eventually. This project is devoted to development of new technologies for producing higher value added products utilizing biotechnological synthesis from oils, fats and other renewable resources. Most promising samples will be selected and new manufacturing technologies will be introduced for production and evaluation of pilot scale experimental products: low flammability ageing-resistant biodegradable esters. Esters’ suitability for two applications will be investigated: 1) as plasticizers, used in manufacture of plastics, and 2) as base oils, used in manufacture of biolubricants. Plasticizers influence not only mechanical elasticity and durability of plastics, but also their odor, toxicity in contact with food, flammability due to exposure to fire, and consumer safety. Base oils are used for manufacturing of lubricants by dissolving functional additives in them. They dictate most lubricant properties, among those flammability and resistance to ageing. Both plasticizers and biolubricant base oils are made from organic esters, manufactured using chemical methods. Broad experience of lipase-based synthesis is accumulated in Lithuania and can be used in biotechnological synthesis of esters. The process conditions will be selected in such manner that esters, produced using glycols, would target the most important technical requirements, specified for polymer plasticizers and biolubricant base oils. Transesterification reactions using glycols will be carried out, along with lipase-based modification of alkyl chains. Acyl chain structure will be controlled by choosing selective lipases, interacting differently with specific fatty acids. Also the investigations will involve screening for selectivity towards fatty acids by carrying out the biotechnological synthesis in emulsions, replacing lipases with their producers and concurrently evaluating the influence of emulsifiers on lipase inactivation. Such selectivity would give an opportunity to control the flammability of obtained biodegradable esters. In addition to the studies of synthesis directions, experimental methodologies will be developed with the purpose of rapid testing of material’s suitability for plasticizers and biolubricant base oils. Not only their flammability and ageing will be evaluated, but also the volatility, hydrolysis and interaction between comparison samples with functional additives and system components. Most promising directions of biotechnological synthesis will be supplemented with appropriate processing stages, which would improve technical parameters of biodegradable esters. It will be attempted to evaluate the quality of experimental production from the pilot scale manufacture by providing its samples to potential users. Developed technology of biodegradable ester production will be optimized by reducing the manufacturing costs. Research conclusions will be made available to interested organizations, including polymer, biodiesel and lubricant manufacturers in Lithuania.

Energy related questions are seen as key challenge in South Africa from various perspectives: Security of supply is a core topic for the thriving industrial nation. Energy poverty and social equity ("electricity for all") has high relevance on the post-apartheid political agenda. Local emissions from coal burning are an important health issue. Poor cooking devices form a severe threat due to the risk of large shack fires in informal settlement. Lately the issue of climate change has become more and more important - South Africa relying almost entirely on coal and being number 12 globally of the biggest CO2 emittants. It emits roughly 40% of the CO2 emissions of the African continent.

 ‘Environmental Information System - EIS’ is a result software of the ‘Institutional Building and Access to Environmental Information’ project (2005). It consists of water, air, waste, noise and soil modules and their sub-modules. The purpose of the project is;

-        to access to environmental information that will help in environmental decision-making process for sustainable development plans,

-        to develop and implement a database at EU standards to provide reliable and up-to-date access to environmental information,

-        to ensure data and information sharing between MoEF and other institutional stakeholders,

-        to ensure compliance with national and international reporting directives and to increase the technical and institutional capacity for sustainability of the system.

It has got a main database that all the environmental information is presented and shared needed by MoEF and other institutional stakeholders. All the other scattered applications related to the subject aimed to be integrated to the system and to realize other projects by considering this database.

 The core mission of the LETS research program is to identify, explore and suggest ways that Sweden can implement low-carbon energy and transport systems for 2050, in order to reach the ambitious climate policy objectives suggested by the 2°C target.   

Hence, the overarching research question is:
What societal transitions are implied by low-carbon futures and how can thesetransitions be governed and implemented to meet challenging climate policy objectives? 

LETS will combine scientific excellence with close user interaction to ensure relevance and efficient dissemination of knowledge and results among key stakeholders. The objective is to produce new knowledge, but also to synthesize and interpret existing knowledge for more informed choices by decision makers, planners and other stakeholders. 

Low-carbon futures necessitate shifts to carbon-free energy carriers produced in low-carbon conversion processes and changes in consumption behavior. When accommodating such shifts, existing political and administrative regimes are challenged by the need for climate policy integration across policy domains, dynamic consistency, new planning tools and processes, ceding power to the appropriate level, etc.

Output
The outputs from LETS will range from high-level research based policy advice to tools and guidelines for the “street level” implementing agencies and other administrative bodies. The research team brings together key disciplines from social sciences, economics and engineering (i.e. energy and transport system studies).
