ASSIST addressed an important facet of the contribution of IST to sustainability, that of the potential for the substitution of IST analogs for material consumption (virtualisation or immaterialisation). Most consumption is unrelated to basic needs but is to satisfy non-material needs. Consumption substitution by IST thus offers a powerful route to sustainability. However, design of substitution techniques necessitates both a good knowledge of the reasons for consumption and -inter alia- of the sensory and ontological aspects of IST. ASSIST surveyed existing multi-and cross-disciplinary work in the area, making recommendations for future work and proposing new parameters for product and service design.

"Circulation of substances in environment" deals with environmental analytical chemistry, biological and chemical cycles, radiochemistry and radioecology. Current information about levels and state of certain substance in the enviornment is investigated using analytical and biological analysis. Performing these analyses over time allows to monitor the transport and fate of these compounds in the environment. Result of this research programme can be applied as support for decision making and planning of environmental and research policy.

Das Umweltbundesamt beabsichtigt einen Teil der Projekte des Umweltforschungsplans 2009 (UFOPLAN 2009) des Bundesministeriums für Umwelt, Naturschutz und Reaktorsicherheit in Form von Zuwendungen oder öffentlichen Aufträgen (Verträgen) in Wettbewerbsverfahren selbst zu vergeben.

Die betreffenden Vorhaben sind im Einzelnen in Form einer Übersicht dargestellt. Diese umfasst auch Vorhaben zur Klimaschutzinitiative des Bundesministeriums für Umwelt, Naturschutz und Reaktorsicherheit, die vom Umweltbundesamt vergeben werden.

Interessenbekundungen können formlos, jedoch getrennt für jedes einzelne Projekt mit folgenden Angaben eingereicht werden:

  • Forschungskennzahl (FKZ),
  • Forschungsthema,
  • Fachgebietsnummer des Umweltbundesamtes,
  • Darstellung der fachlichen Kompetenz und Leistungsfähigkeit für das zu bearbeitende Forschungsthema (Referenzen, Veröffentlichungen, einschlägige Arbeiten) sowie zur personellen und technischen Kapazität,
  • Darstellung eines inhaltlichen Eigeninteresses an der Durchführung des Projekts und ggf. Höhe der finanziellen Eigenbeteiligung.

Sofern Interessenten ein Eigeninteresse an der Durchführung eines Projekts zeigen, können vom Umweltbundesamt unter Berücksichtigung der Interessenlage Zuschüsse (Zuwendungen) an die ausgewählten Projektdurchführer in einem öffentlich-rechtlichen Verfahren vergeben werden. Hierzu wird vom Zuwendungsempfänger eine finanzielle Beteiligung an den Kosten / Ausgaben in angemessenem Umfang erwartet. Eine Vielzahl von Projekten wird auch in Form von Forschungs- und Entwicklungs- oder Werkverträgen vergeben, wobei das Umweltbundesamt nur im Einzelfall die ausschließlichen Nutzungsrechte für sich beansprucht.

Aufgaben und Ziele

Im Rahmen der Umweltprobenbank werden systematisch Umweltproben aus repräsentativen Ökosystemen der Bundesrepublik Deutschland gewonnen, charakterisiert und bei Temperaturen unter minus 150° C so gelagert, dass sich die chemische Zusammensetzung ihrer Inhaltsstoffe über Jahrzehnte nicht verändert.

Zur Gewährleistung des hohen wissenschaftlichen Anspruchs an die Umweltprobenbank wurden während der Aufbauphase vorrangig folgende Aufgaben bearbeitet:

 

Die Belegproben der Umweltprobenbank sollen insbesondere für folgende Aufgaben genutzt werden:

  • Kontinuierliche Überwachung der Konzentration gegenwärtig bereits bekannter Schadstoffe durch systematische Charakterisierung (Monitoring) der gewonnenen Proben vor ihrer Archivierung;
  • Trendaussagen über lokale, regionale und globale Entwicklungen der Schadstoffbelastungen auf der Grundlage authentischen Materials aus der Vergangenheit (Trend- und ökotoxikologische Aussagen);
  • Bestimmung der Konzentration von Stoffen, die zur Zeit der Einlagerung (Sicherung) noch nicht als Schadstoffe erkannt waren oder nicht mit ausreichender Genauigkeit analysiert werden konnten (retrospektives Monitoring);
  • Überprüfung früher ermittelter Monitoring-Ergebnisse;
  • Anwendung standardisierter Methodenbeschreibungen (Standardarbeitsanweisungen) für Probentransport, -aufarbeitung, -charakterisierung und -lagerung als notwendige Voraussetzung zur Gewinnung vergleichbarer Ergebnisse;
  • Verwendung als Referenzproben zur Dokumentation der analytischen Leistungsverbesserung.

Adjoint ice flow models for Data Assimilation in Glaciology. By gaining and loosing mass, glaciers and ice-sheets play a key role in the sea level evolution. This is obvious when considering the past 2000 years, for example, as the collapse of the large northern hemisphere ice-sheets after the Last Glacial Maximum contributed to a 120 m rise in sea level. This is particularly worrying when the future is considered. Indeed, recent observations clearly indicates that important changes in the velocity structure of both Antarctic and Greenland ice-sheets are occurring, suggesting that large and irreversible changes may have been initiated. This has been clearly emphasized in the last report published by the Intergovernmental Panel on Climate Change (IPCC, 2007). IPCC has further insisted on the poor current knowledge of the key processes at the root of the observed accelerations and finally concluded that reliable projections of sea-level rise (SLR) are currently unavailable.
The general aim of this project is to develop data assimilation methods related to ice flow modelling purpose, in order to provide accurate and reliable estimate of the future contribution of ice-sheets to SLR.

Plötzliche Veränderungen, die durch Naturkatastrophen oder andere Zerstörungen hervorgerufen werden, stehen im Fokus des Projektes«, so Prof. Ehlers. »Besonders Einsatzkräfte, die in Krisengebiete geschickt werden, haben großes Interesse daran, schnell und zuverlässig zu erfahren, wo im Zielgebiet die größten Veränderungen zu finden sind«, ergänzt Prof. Michel. »Hierdurch lässt sich wertvolle Zeit für Bergungsarbeiten gewinnen«. Die Wissenschaftler entwickeln derzeit gemeinsam neue Software zur Auswertung von Satellitenbildern. Diese sollen über eine Kombination von Algorithmen, die Form, Farbe und Texturen von Bildobjekten berücksichtigen, Umwelt- und Naturveränderungen automatisch anzeigen.

Accordingly to primary education pedagogical principles learning experiences should be active, meaningful, integrated and should promote socialization (Ministério da Educação, 2004). In Portugal, that is not the case for a considerable number of children, as it is recognized by the Government. The potentialities of information and communication technologies (ICT) in education, in what concerns the access, sharing and construction of knowledge and the promotion of learning with the mentioned characteristics, have long been recognized. Several efforts have been developed: project Enlaces (Chile), project Minerva, program Nónio século XXI, Internet@eb1, European Schoolnet, Netd@ys, eSchola. The evaluation report of the Internet@eb1 program realizes the need to create motivation identitary factors for teachers and students, as well as contexts that ease the harmonious integration of technology in the pedagogical practice (Figueiredo, Afonso e Ferreira, 2004). The main objective of this project is to improve the quality of primary education learning, making meaningful the needed complexity approaches. ICT will be explored to develop inclusion and to (re)discover curricular themes, in real contexts. It will be used transversal and interdisciplinary approaches, searching for an effective ICT curricular integration, that will explore multi-sensory communication to promote educational success (a bridge to concrete experiences, to different learning and expression styles, to complexity and real learning). It will be pursuit in this way the development of fundamental competences to the knowledge society, like cooperation and collaboration. For that purpose, challenges will be launched periodically that should lead to collaboration and collective creation of
identitary contents. A collaborative system will support the production of geo-referenced multi-sensory web contents by primary school children. In the contexts created by the challenges, the primary education community will disseminate and share knowledge, experiences and projects, establishing relations and meetings. Diverse actors will be mobilized to build an identity space of
primary education in Internet. As examples of challenges, it could be mentioned the creation of patrimony itineraries of a region, or the decision-making process relating to environmental risk management. <br>New interfaces, models and tools will be created and used: multi-sensory communication interfaces, as well as modelling and simulation tools, will allow children to explore and create geo-referenced multi-sensory concepts and contexts; inclusive and iterative evaluation methodologies will consider the subjacent complexity of these collaborative learning processes. Evaluation and interfaces guidelines will be produced to contribute to the concrete and abstract learning developed in the creation of geo-referenced multi-sensory web contents by primary school children.

This action plan, addressing the environmental risk factors that most affect the health of European children, was adopted by European Ministers in 2004 at the Fourth Ministerial Conference on Environment and Health.

The CEHAPE highlights the main commitments on children's health and environment focusing on four regional priority goals (RPGs) for Europe:

  • RPG I: ensure safe water and adequate sanitation
  • RPG II: ensure protection from injuries and adequate physical activity
  • RPG III: ensure clean outdoor and indoor air
  • RPG IV: aim at chemical-free environments

By addressing environmental risk factors, the CEHAPE covers two of the seven priorities within the comprehensive WHO European strategy on child and adolescent health and development.

The development of Europe´s urban centres is in many ways linked with the development of sustainable mobility options. Changes in behaviour, economic growth or recession and structure of the population are factors that have an immediate impact on transport and mobility patterns. Cities and regions are the place where the most complex challenges in transport and environment need to be solved.

Air quality has unquestionably adverse effects on human health. Because the dominant source of environmental impacts in most urban areas is traffic, local and regional authorities must find efficient and integrated solutions for their environmental and traffic problems to increase the quality of life for its citizens. The pressure on European cities and regions to implement the related EU regulations on air quality has led to a multitude of initiatives to develop a concrete sustainability perspective, which compromises between environmental quality and economic growth.

However, the absence of a common approach for the implementation of these regulations has led to isolated solutions which requires an initiative for a) developing better solutions, b) more efficient solutions, c) solutions which go beyond the obligations of the related EU directives, d) creating synergies and e) sharing the know-how, knowledge and experiences.

“Reti Digital Divide” is developed in the framework of broadband networks for Public Administrations in Emilia-Romagna. It aims at assuring a minimum level of communication in all regional areas, including the so-called areas at “market failure”. Activities concern in particular mountainous zones of Appennini as well as some areas of low plane, where the problem of digital divide is stressed by lacking of infrastructures. The goal is to offer to underprivileged territories equal technologial opportunities for socio-economic development.

In those societies with access to new media, concern continues to grow about the digital divide, between generations and between majority and minority social groups. In Portuguese society, this challenge presents some specific characteristics, marked by major cultural and educational differences and by the very different levels of digital literacy that distinguish the access and use of these media by adults and children. Children and youth younger than 18 year are ahead of adults in access and use, to the contrary of what happens in the majority of other European countries.

Portugal has passed from being a country of emigrants to becoming a country of immigrants, from its old colonies in Africa and Brazil in the last few decades, and more recently of immigrants from the countries of Eastern Europe. Access and use of the digital media also vary between children that have these media at home and in their room, and those who only get to use them at school and in public access where their use is limited and conditioned by circumstances.

This project thus intends to contribute to knowledge of the critical factors that facilitate or make more difficult the access and use of digital media by social groups that are considered socially disadvantaged. With this research it will be possible to bring together indicators that will contribute to helping digital content industries reach and include segments of the market that are not yet reached by their productions; that may help design public policies for digital inclusion that will be more effective and sustainable; that may strengthen local networks and agencies, including the production of contents by the groups that have been digitally excluded until now.
