Climate change creates new conditions to which we must adapt. To assist social planners and decision makers in their adaptation measures, we are developing a set of tools.


The tools assist in dealing with matters such as how to calculate the costs of adaptation measures and the resulting revenues, how we deal with conflicting objectives, and how we can highlight ethical issues.

The tools will be developed in preliminary form in the initial part of the programme and then tested and improved in the second part. In the course of this process, new knowledge of the adaptation will be gained, which may be necessary in Sweden a little further ahead in time.

The eight tools

  1. Scenario-based convergence seminars that shed light on the ethical arguments for selecting action and strategies.
  2. Typical scenarios that facilitate the development of local scenarios for supporting decision.
  3. Methods for adaptability analysis based on vulnerability analysis methods.
  4. Manual for analysis of the health consequences of climate change.
  5. Guidelines for the economic analysis of climate change and adaptation to it.
  6. Checklist that can be used to detect and deal with ethical problems arising when society adopts measures for adapting to climate change.
  7. Handbook which describes methods that can be used for handling conflicts that may arise between the set objectives.
  8. Guide for dealing with gender and gender equality issues in adaptation to climate change.

Project Objective
The main aim of the project is to develop a comprehensive data flow system and indicator model for the purpose of sustainable collection and management of common data related to UNFCCC, UNCCD and UNCBD convention and to implement this model through a small scale GIS-supported pilot project.

Project Strategy
A unique feature of the Project is that DFS and national indicator model will be tested via a small-scale pilot project where the thematic issues converge, within an endangered coastal (karst) habitat. The impact of coastal area vegetation fires on destruction of biodiversity, the creation of conditions for different erosion processes, and on greenhouse gas balance. The pilot project will allow corrective actions necessary for establishing the full scale DFS at the national level.

The objective of the proposed funding measure is to develop a model system for forecasting the expected climate changes and its related extreme weather phenomena on a time scale of up to ten years with consideration of both, anthropogenically induced changes and natural climate variation. In technical terms, methods of seasonal forecasting must be combined with climate projection methods.

Apart from short-term forecasting on the one hand and long-term climate scenarios on the other hand, there is an increasing need for reliable climate information covering periods of several years up to even decades, because economic planning and also planning in politics and society usually refer to periods of around ten years. The model system that is to be developed within the framework of this funding measure is expected to contribute to the generation of reliable information on the climate development on these time horizons. The resulting climate forecasts will provide the basis for improving the capacity of industry and society to adapt to future climate variations. This funding measure is motivated by the needs of these end users.

Work on the new model system will entail great new challenges for the development of existing and new methods. This covers in particular the determination of the initial state, the description of the processes that are crucial for decadal climate prediction (e. g. modelling of the cryosphere or biosphere), the increase of spatial resolution through regionalization, the improvement or adaptation of statistical post-processing, and last but not least, the synthesis and validation of the entire model system.

The present approach widens the range of research activities and measures on how to deal with climate change as part of the High-Tech Strategy (HTS) for Climate Protection in the area "Knowledge - a basis for climate protection and adaptation".

In the research programme EMMA, automated and semi-automated methods will be developed for aquatic and terrestrial environmental monitoring and mapping, using laser scanning and digital aerial images. Major improvements for the assessment of ecosystem status are expected to be achieved through integration of the new data and in situ reference measurements. Among the applications that will be developed is the semi-automated mapping and change detection of shallow sea floors, where the laser scanner will provide depth data and data related to aquatic habitats, as well as data for calibration of the aerial photos. This would be a great advancement for making optical images of the sea bottom usable for automated classification. Other applications are semi-automated terrestrial vegetation mapping over large areas and development of methods for objective monitoring of vegetation changes, which can be of interest for monitoring the arctic tree-line ecotone, or monitoring over-growth in protected grasslands, to name a few examples.

Aufgaben und Ziele

Im Rahmen der Umweltprobenbank werden systematisch Umweltproben aus repräsentativen Ökosystemen der Bundesrepublik Deutschland gewonnen, charakterisiert und bei Temperaturen unter minus 150° C so gelagert, dass sich die chemische Zusammensetzung ihrer Inhaltsstoffe über Jahrzehnte nicht verändert.

Zur Gewährleistung des hohen wissenschaftlichen Anspruchs an die Umweltprobenbank wurden während der Aufbauphase vorrangig folgende Aufgaben bearbeitet:

 

Die Belegproben der Umweltprobenbank sollen insbesondere für folgende Aufgaben genutzt werden:

  • Kontinuierliche Überwachung der Konzentration gegenwärtig bereits bekannter Schadstoffe durch systematische Charakterisierung (Monitoring) der gewonnenen Proben vor ihrer Archivierung;
  • Trendaussagen über lokale, regionale und globale Entwicklungen der Schadstoffbelastungen auf der Grundlage authentischen Materials aus der Vergangenheit (Trend- und ökotoxikologische Aussagen);
  • Bestimmung der Konzentration von Stoffen, die zur Zeit der Einlagerung (Sicherung) noch nicht als Schadstoffe erkannt waren oder nicht mit ausreichender Genauigkeit analysiert werden konnten (retrospektives Monitoring);
  • Überprüfung früher ermittelter Monitoring-Ergebnisse;
  • Anwendung standardisierter Methodenbeschreibungen (Standardarbeitsanweisungen) für Probentransport, -aufarbeitung, -charakterisierung und -lagerung als notwendige Voraussetzung zur Gewinnung vergleichbarer Ergebnisse;
  • Verwendung als Referenzproben zur Dokumentation der analytischen Leistungsverbesserung.

Flood Risk from Extreme Events (FREE) is research to predict floods minutes to weeks and seasons to decades ahead.
The programme uses environmental science to investigate the physical processes involved in generating extreme events, so they can be better forecasted.
Climate change will probably bring more frequent and intense storms to the UK, in turn bringing more floods. At present, flood damage costs the UK about ú1bn each year. So it's essential we improve our ability to forecast, quantify and manage flood risks, and mitigate the effects of climate variability and change, if we're to maintain a sustainable economy. Sound environmental science must underpin our efforts.

Adjoint ice flow models for Data Assimilation in Glaciology. By gaining and loosing mass, glaciers and ice-sheets play a key role in the sea level evolution. This is obvious when considering the past 2000 years, for example, as the collapse of the large northern hemisphere ice-sheets after the Last Glacial Maximum contributed to a 120 m rise in sea level. This is particularly worrying when the future is considered. Indeed, recent observations clearly indicates that important changes in the velocity structure of both Antarctic and Greenland ice-sheets are occurring, suggesting that large and irreversible changes may have been initiated. This has been clearly emphasized in the last report published by the Intergovernmental Panel on Climate Change (IPCC, 2007). IPCC has further insisted on the poor current knowledge of the key processes at the root of the observed accelerations and finally concluded that reliable projections of sea-level rise (SLR) are currently unavailable.
The general aim of this project is to develop data assimilation methods related to ice flow modelling purpose, in order to provide accurate and reliable estimate of the future contribution of ice-sheets to SLR.

The ADRICOSM Partnership was launched as a Type II Initiative at the World Summit on Sustainable Development (WSSD) in Johannesburg in September 2002, after the Italian Ministry of Territory, Land and Sea had launched ADRICOSM Pilot Project October 2001, within the Adriatic Ionian Initiative
The Partnership aims are:
•efficiently organize, evaluate and coordinate multinational research, development and implementation programs, which can advance the understanding, monitoring and predictive capabilities in the Adriatic Sea area for the establishment of integrated coastal areas and river basin management systems
•consolidate the monitoring and prediction system by involving a large range of intermediate and end users of the research products.
Beside ADRICOSM Pilot Project, 4 more projects have been funded within this framework, and the last of them is ADRICOSM-STAR, within which an Information Management System – the Adricosm-Star GeoPortal - has been implemented in order to
•provide basic services to ADRICOSM STAR partners and users (such as data exchange, data discovery, data viewing, etc..)
•highlight partners products and services through dedicated products’ catalogues

BECC is a strategic research initiative that strives for a better understanding of the impacts of climate change and land use decisions on terrestrial ecosystems and biodiversity, addressing the consequences of ecosystem changes for human beings and socio-economic systems. The vision of BECC is to evolve interdisciplinary research approaches that contribute to the sustainable management of ecosystems and biodiversity in a rapidly changing world.
 

BECC aims to:

  • Assess climate change impacts on biodiversity and ecosystem services in Sweden, with a particular focus on forest, agricultural and subarctic ecosystems, but also including aquatic systems that are affected by runoff from forest and farmland.
  • Support regional, national and international policymakers through the scientific evaluation of policy options combining adaptation and mitigation strategies to climate change with conservation of biodiversity and ecosystem resilience.
  • Create synergies and added value to the climate impacts research at Lund University and University of Gothenburg by bringing together modelling, empirical ecology, economics and social science analysis, and by integrating stakeholder experience in the research process.

 CORINE (Coordination of Information on the Environment) Land Cover Program was initiated by European Union Commission. CORINE program was executed by European Commission from 1985 to 1990. During this period an environmental information system (CORINE System) was developed, terminology and methodology of this system was developed and accepted at European Union level. At Dobris Conference took place in 1991, program was requested to be applied to Middle and Eastern European Countries within the framework of European Union Grant Program and CORINE databases were completed in 13 countries with this support.

CORINE program is serving to four fundamental goals. These are:

-        To compile information on the state of the environment with regard to certain topics which have priority for all the Member States of the Community,

-        To coordinate the compilation of data and the organization of information within the Member States or at international level,

-        To ensure that information is consistent and that data are compatible,

-        To create “Land Usage” maps of our country in accordance with the criteria of European Environment Agency,

-        A further objective of the CORINE program is to bring together all the many attempts which have been made over the years at various levels (international, Community, national and regional) to obtain more information on the environment and the way it is changing.

The first phase of the Project was completed by Ministry of Agriculture and Rural Affairs and the second phase is under the responsibility of Ministry of Environment and Forestry.
