Project Objective
The main aim of the project is to develop a comprehensive data flow system and indicator model for the purpose of sustainable collection and management of common data related to UNFCCC, UNCCD and UNCBD convention and to implement this model through a small scale GIS-supported pilot project.

Project Strategy
A unique feature of the Project is that DFS and national indicator model will be tested via a small-scale pilot project where the thematic issues converge, within an endangered coastal (karst) habitat. The impact of coastal area vegetation fires on destruction of biodiversity, the creation of conditions for different erosion processes, and on greenhouse gas balance. The pilot project will allow corrective actions necessary for establishing the full scale DFS at the national level.

Das Umweltbundesamt beabsichtigt einen Teil der Projekte des Umweltforschungsplans 2009 (UFOPLAN 2009) des Bundesministeriums für Umwelt, Naturschutz und Reaktorsicherheit in Form von Zuwendungen oder öffentlichen Aufträgen (Verträgen) in Wettbewerbsverfahren selbst zu vergeben.

Die betreffenden Vorhaben sind im Einzelnen in Form einer Übersicht dargestellt. Diese umfasst auch Vorhaben zur Klimaschutzinitiative des Bundesministeriums für Umwelt, Naturschutz und Reaktorsicherheit, die vom Umweltbundesamt vergeben werden.

Interessenbekundungen können formlos, jedoch getrennt für jedes einzelne Projekt mit folgenden Angaben eingereicht werden:

  • Forschungskennzahl (FKZ),
  • Forschungsthema,
  • Fachgebietsnummer des Umweltbundesamtes,
  • Darstellung der fachlichen Kompetenz und Leistungsfähigkeit für das zu bearbeitende Forschungsthema (Referenzen, Veröffentlichungen, einschlägige Arbeiten) sowie zur personellen und technischen Kapazität,
  • Darstellung eines inhaltlichen Eigeninteresses an der Durchführung des Projekts und ggf. Höhe der finanziellen Eigenbeteiligung.

Sofern Interessenten ein Eigeninteresse an der Durchführung eines Projekts zeigen, können vom Umweltbundesamt unter Berücksichtigung der Interessenlage Zuschüsse (Zuwendungen) an die ausgewählten Projektdurchführer in einem öffentlich-rechtlichen Verfahren vergeben werden. Hierzu wird vom Zuwendungsempfänger eine finanzielle Beteiligung an den Kosten / Ausgaben in angemessenem Umfang erwartet. Eine Vielzahl von Projekten wird auch in Form von Forschungs- und Entwicklungs- oder Werkverträgen vergeben, wobei das Umweltbundesamt nur im Einzelfall die ausschließlichen Nutzungsrechte für sich beansprucht.

The National research  programme II with its subprogramme  " Healthy and quality life" will help to achieve the tasks of agriculture and altered food industry in the early 21st century. The tasks may be specified as follows: safe food production with clear definition of origin, stabilization of the rural population and settlement and landscape protection by crops production for
non-food uses. Progress in understanding the molecular biology of the human genome has created an entirely new conditions for diagnosis and treatment of diseases, including the most serious diseases. Medical and medical research in all developed countries is oriented in this direction. Advanced physics and chemistry of materials at the nano level, opening new opportunities for their application in imaging techniques, transplantation medicine and molecular therapy.
Protecting the environment and its basic components is a complex problem, which
solution requires considerable investment, regulatory changes and compliance monitoring
changes in organization and management of a wide range of other measures. Completely irreplaceable is therefore role of research and development. Thematic program provides very specific tasks and objectives to use of research results obtained clearly contributed to improving the environment.

TwoLe is a platform of computing tools that make up a Decision Support System for managing water resources at the basin or watershed scale. According to the EU Water Framework Directive 2000/60/EC, this procedure must be integrated: it should use devices able to integrate the many qualitative and quantitative facets of problems distinguished by the complexity of environmental systems, as well as the variety of approaches used to solve them. The decision process, both in the planning phase and in the management phase, must be participatory: the adopted procedure counts on and formalises the involvement of stakeholders through the use of computing tools able to support participation at different levels (information, consulting, active involvement) and able to guarantee the transparency and traceability of the entire decision process. Olginate Twole is tested on two real case studies:

    * planning level (pilot application on the Lario river basin and the Adda downstream of lake Como);

    * management level (pilot application on the Verbano catchment and the Ticino downstream of the lake)

The ADRICOSM Partnership was launched as a Type II Initiative at the World Summit on Sustainable Development (WSSD) in Johannesburg in September 2002, after the Italian Ministry of Territory, Land and Sea had launched ADRICOSM Pilot Project October 2001, within the Adriatic Ionian Initiative
The Partnership aims are:
•efficiently organize, evaluate and coordinate multinational research, development and implementation programs, which can advance the understanding, monitoring and predictive capabilities in the Adriatic Sea area for the establishment of integrated coastal areas and river basin management systems
•consolidate the monitoring and prediction system by involving a large range of intermediate and end users of the research products.
Beside ADRICOSM Pilot Project, 4 more projects have been funded within this framework, and the last of them is ADRICOSM-STAR, within which an Information Management System – the Adricosm-Star GeoPortal - has been implemented in order to
•provide basic services to ADRICOSM STAR partners and users (such as data exchange, data discovery, data viewing, etc..)
•highlight partners products and services through dedicated products’ catalogues
•start the implementation of an INSPIRE compliant Information System (based on discovery service, viewing service, downloading service, transformation service).

This project aims to implement simulations forecasting (up to 48 hours) of air quality through an integrated system of models that represent the current state of knowledge in air quality modeling, enabling the application of simulations of photochemical gaseous pollutants and particulate matter with high spatial resolution (1 to 4 km) and temporal (and therefore enable effective implementation of supercomputing infrastructure.) The proposed system consists of a model system with three basic modules: (1) mesoscale meteorological model, (2) emission model, and (3) air quality model. The system will be complemented by a fourth module to validate the results of the predictions that will qualitatively and quantitatively identify the system's ability to forecast pollution episodes air quality.

The Iberian lynx is the most threatened carnivorous mammal in Europe. This medium-sized feline (8-14 kg) lives in areas characterised by a mixture of dense woodland, Mediterranean scrub and pasture, especially areas with an abundance of rabbits and where interference from humans is minimal. Up to the XIXth century, the species could be found in all the regions of Spain and Portugal. Since then, and particularly in the last decades of the XXth century, its population and distribution area have suffered an alarming decline mainly due to rabbit epidemics and loss of habitat. At present, the population is barely 100 individuals in only two unconnected regions of Andalucia, Andújar-Cardeña and Doñana. This catastrophic trend was partially reversed by a former LIFE project (LIFE 02/E/8609) that succeeded in stabilising the situation by maintaining collaboration with landowners and hunters, improving habitat conditions and managing rabbit populations. A wide and massive awareness raising campaign was also carried out. However, the need for additional efforts was apparent. Many deaths were occurring as a result of road accidents.

 CORINE (Coordination of Information on the Environment) Land Cover Program was initiated by European Union Commission. CORINE program was executed by European Commission from 1985 to 1990. During this period an environmental information system (CORINE System) was developed, terminology and methodology of this system was developed and accepted at European Union level. At Dobris Conference took place in 1991, program was requested to be applied to Middle and Eastern European Countries within the framework of European Union Grant Program and CORINE databases were completed in 13 countries with this support.

CORINE program is serving to four fundamental goals. These are:

-        To compile information on the state of the environment with regard to certain topics which have priority for all the Member States of the Community,

-        To coordinate the compilation of data and the organization of information within the Member States or at international level,

-        To ensure that information is consistent and that data are compatible,

-        To create “Land Usage” maps of our country in accordance with the criteria of European Environment Agency,

-        A further objective of the CORINE program is to bring together all the many attempts which have been made over the years at various levels (international, Community, national and regional) to obtain more information on the environment and the way it is changing.

The first phase of the Project was completed by Ministry of Agriculture and Rural Affairs and the second phase is under the responsibility of Ministry of Environment and Forestry.
