A modern public administration also has to be economically efficient. The quality of IT use and online supply of administrative services are location factors. Consequently, the Federal Republic of Germany, the federal states, and municipalities have agreed on the pan-German e-government strategy “Deutschland-Online”. The environmental information system Baden-Württemberg has been providing information services relating to the environment on the internet for ten years already. With its portals to environmental and geological expert data of the state, the environmental information system decisively contributes to meeting the requirements outlined in the State Environmental Information Act.

By the further development of the service-oriented architecture to a standardized web service infrastructure, individual selection and access functions are integrated flexibly in environments on the internet and state intranet. Employees of the environmental administration and interested citizens are granted access to web offers specially tailored to these target groups. Knowledge of the local and specific responsibilities of the authorities is not required. In this way, environmental information can be collected specifically via the e-government’s online services.

Together with other customers, Baden-Württemberg started the R&D project KEWA (Cooperative Development of Economic Applications for the Environment and Transport in New Administrative Structures) in 2005.

Harnessing computer power for environmental science.

What is e-Science?
e-Science is research made possible through modern distributed computer power. Scientists working in collaboration may be dispersed throughout the country or the world, but can work together on large data sets, using terrascale computing resources and sharing computer-based research tools. The internet and the grid are the main infrastructures supporting this. The grid, named by analogy with national power grids, connects regional and national computer networks (or individual grids) and should eventually create a universally available source of computing power. Researchers believe that consistent and inexpensive access to high-powered computing facilities, databases, sensors (and collaborating colleagues) will transform science and human society, much as mainframe and personal computers have done.

This action plan, addressing the environmental risk factors that most affect the health of European children, was adopted by European Ministers in 2004 at the Fourth Ministerial Conference on Environment and Health.

The CEHAPE highlights the main commitments on children's health and environment focusing on four regional priority goals (RPGs) for Europe:

  • RPG I: ensure safe water and adequate sanitation
  • RPG II: ensure protection from injuries and adequate physical activity
  • RPG III: ensure clean outdoor and indoor air
  • RPG IV: aim at chemical-free environments

By addressing environmental risk factors, the CEHAPE covers two of the seven priorities within the comprehensive WHO European strategy on child and adolescent health and development.

The SUSTAINAMICS research project (PTDC/AMB/66909/2006) aims at developing and implementing an innovative participatory modelling methodology to support Integrated Sustainability Assessment (ISA) of emerging policies, plans or programmes addressing the pressing sustainability challenges faced by our society.
The research framework developed in SUSTAINAMICS is expected to provide an improved methodology for ISA with distinctive features such as dynamic modelling and analysis of long-term sustainability impacts, the development of extended peer reviewed sustainability criteria, a strong emphasis on the involvement of social actors in the assessment process, and the integration of participatory modelling with other assessment methods and tools in a coherent platform. The selected case is related with the sustainability assessment of integrated maritime policies. This subject is particularly fit for testing the proposed framework, since policies are in early design and “green paper” discussion stages, which allows for the participatory assessment process to actually influence decisions and promote conceptual learning. Furthermore, the integrated approach to management of oceans and costal zones is not yet fully structured, which creates opportunities for a more creative and open exploration of policy options. The results from the case study are expected to shed additional insights on the usefulness of the proposed approach.

Contrails and contrail cirrus are anthropogenic clouds. In the same way as natural clouds they have an impact on the earth radiation budget. If the ambient air is cold and moist enough, contrails are triggered by high flying aircrafts. According to the actual state of knowledge they account for 2 - 3% of the total anthropogenic warming. A contrail might be warming or cooling the earth-atmosphere system depending on the position of the sun, the surface properties and the state of the atmosphere. Only in limited areas temperature and water vapour content are favourable for the formation of contrails. Their life-time and spreading into cirrus decks are controlled by the atmospheric dynamics. Mainly at night, but also over bright surfaces or low clouds, contrails are warming. The basic idea of this project is to use weather forecast data in order to identify those regions which could lead to strongly warming contrails. This information will be included into the already existing routines for flight route optimisation to avoid those areas and flight levels if feasible. Within this project the feasibility and practicability of such an optimisation will be studied taking special care of the safety aspects and the cost effectiveness.

Kondensstreifen und die daraus entstehenden Zirren greifen als anthropogene Wolken in den Strahlungshaushalt der Atmosphäre ein. Sie können von hochfliegenden Flugzeugen ausgelöst werden, sobald die Umgebungsluft kalt und feucht genug ist. Nach dem derzeitigen Wissensstand tragen sie mit ca. 2 bis 3 Prozent zum gesamten anthropogenen Treibhauseffekt bei. Ob ein Kondensstreifen erwärmend oder abkühlend wirkt, hängt im Einzelfall vom Sonnenstand, Ort und Zustand der Atmosphäre ab. Die Bedingungen zur Entstehung von Kondensstreifen sind nur in begrenzten Gebieten gegeben, ihre Ausbreitung und Lebensdauer wird durch die Dynamik der Atmosphäre bestimmt. Erwärmend wirken Kondensstreifen vor allem nachts, aber auch über hellem Untergrund und über niedrigen Wolken. Die grundlegende Idee dieses Vorhabens ist es, schon bei der Optimierung von Flugrouten kondensstreifenträchtige Gebiete dann zu vermeiden, wenn eine starke, erwärmende Strahlungswirkung zu erwarten ist, um so die Klimawirkung des Luftverkehrs zu reduzieren. Dazu wird die Strahlungswirkung potenzieller Kondensstreifen auf der Datengrundlage von Wettervorhersagemodellen abgeschätzt und als zusätzliches Kriterium in die Flugplanung eingeführt. In diesem Verbundprojekt wird die Durchführbarkeit dieser Optimierung unter Berücksichtigung der Sicherheitsaspekte, der Wirtschaftlichkeit und des Nutzens für das globale Klima bewertet.

 ‘Environmental Information System - EIS’ is a result software of the ‘Institutional Building and Access to Environmental Information’ project (2005). It consists of water, air, waste, noise and soil modules and their sub-modules. The purpose of the project is;

-        to access to environmental information that will help in environmental decision-making process for sustainable development plans,

-        to develop and implement a database at EU standards to provide reliable and up-to-date access to environmental information,

-        to ensure data and information sharing between MoEF and other institutional stakeholders,

-        to ensure compliance with national and international reporting directives and to increase the technical and institutional capacity for sustainability of the system.

It has got a main database that all the environmental information is presented and shared needed by MoEF and other institutional stakeholders. All the other scattered applications related to the subject aimed to be integrated to the system and to realize other projects by considering this database.

The project purpose is the establishment and further development of Turkish Environmental Information Exchange Network to improve the integration of environmental concerns into sectoral policies, plans and programmes. The TEIEN will be a functional and effective Inter-Institutional Partnership established to support National Policy, Programming, and Planning Processes through improved access to environmental information, improved data quality, comparable data standards and clear institutional roles and responsibilities. National Policy Formulation, Planning, Environmental Management, Natural Resource Management, Regulatory Frameworks and Environmental Monitoring Capacities will be strengthened through the regular exchange of environmental information; thereby implementation of Environmental Acquis will be accelerated in Turkey.

The TEIEN is a national environmental information network that serves national needs while at the same time enables various institutions to streamline their international obligations. The TEIEN will support a proactive approach to environmental management and natural resource conservation and to deliver clear benefits to the sectors of government.

The TEIEN is expected to achieve three principal results, namely:

-        The national exchange network is established by the end of the project which enhances inter-institutional collaboration in the environment sector and supports national policy and planning processes.

-        The relevant national institutions together with MoEF enhance their capability of accessing, querying, reporting, visualizing the environmental data in a timely and consistent manner.

-        The capacity of the members of the Turkish EIONET structure and NFP is enhanced.
